STAFF PERSONAL SECURE DOCUMENTS PROVISION

This Provision may be cited as an official IHRDC-CIPDH staff personal secure documents provision and been approved by the International Human Rights Defence Committee. CIPDH Directors Board.

The Provision to provide for the issue of official passports, accreditation ID's  and badges of International Human Rights Defence Committee. CIPDH to be used as evidence of identity and official title of IHRDC-CIPDH staff, who are proceeding abroad on official assignments and for matters connected therewith.

  1. Official passports (Diplomatic Passport, Laissez-passer, Diplomatic identity document, accreditation ID's) of international organisation - International Human Rights Defence Committee. CIPDH (hereafter IHRDC-CIPDH Official passport)  is serve as an evidence of identity and official title of IHRDC-CIPDH employee, who are proceeding abroad on IHRDC-CIPDH official missions.
  2. IHRDC-CIPDH Official passport is not a substitute for a national passport or national identity and should be used along with the national identification document.
  3. IHRDC-CIPDH Official passport is valid in all countries of the world.
  4. IHRDC-CIPDH Official passport provides privileges and immunities only in those countries, where international organisation - International Human Rights Defence Committee. CIPDH signed a state strategic cooperation agreement.
  5. Issuing authority code is : HRC
  6. IHRDC-CIPDH Official passport contains a special message, made in several languages and addressed to the representatives of the authorities of foreign countries, requesting  that the passport bearer be allowed to pass freely, and further request that, in the event of need, the bearer be granted assistance during his official mission.
  7. IHRDC-CIPDH Official passport is the property of international organisation - International Human Rights Defence Committee. CIPDH and issued by the decision of the IHRDC-CIPDH Secretariat  in accordance with the IHRDC-CIPDH Charter.
  8. IHRDC-CIPDH Official passport is valid for 5 years.
  9. IHRDC-CIPDH Official passport may be issued to the IHRDC-CIPDH Directors Board Members, IHRDC-CIPDH field personnel, IHRDC-CIPDH Experts and Counsellors during of official missions to verify their identity and title.
  10. In the IHRDC-CIPDH Official passport is prohibited to make any entries. The competent authorities of foreign countries may, if they consider it appropriate and feasible, put crossing border stamps and issue visas.
  11. IHRDC-CIPDH Official passport is the document of strict control.
  12. In a case of loss the passport bearer should immediately inform international organisation “International Human Rights Defence Committee. CIPDH” personnel department.
  13. The issuance of the IHRDC-CIPDH Official passport is possible only after careful verification of the provided information.
  14. Upon completion of the IHRDC-CIPDH mission the IHRDC-CIPDH Official passport should be returned to the IHRDC-CIPDH personnel department as soon as possible.
  15. IHRDC-CIPDH Official passport may be withdrawn by the decision of IHRDC-CIPDH Directors Board  in the cases provided by the IHRDC-CIPDH charter, as well as in the case of use of IHRDC-CIPDH Official passport outside the official mission agreed with the IHRDC-CIPDH Secretariat.
  16. IHRDC-CIPDH Official passport is not intended for use in the country of citizenship for the civil-legal acts, banking operations and issuing of  power of attorneys.
